Assessment, training, follow up and monitor activities at local level; local government coordination and representation. They have two roles to play: as target group and as implementers. In the latter capacity, they will jointly training on WASH, and business services. They will also help to identify needs and projects at local level and help with the joint implementation of small scale infrastructure, green activities, and other subgrants under Outcome 3. As target groups, they will benefit from capacity building activities under outcome 1 (in LED, DNH), etc.
