National League of Local Councils (NLC) = through its Secretariat will work with national (including Province + PNH) + provincial level (including district and commune) councils to coordinate participation of councillors at national and subnational level. They will also assist in capacity development activities under Outcome 1. The Secretariat is based in PNH and AEA has good working relationship with them.
